Building on these changes, provincial and territorial allocations for 2025 have now been finalized. For 2025, IRCC plans to issue 437,000 study permits, representing a 10% decrease from the 2024 cap.

Since the implementation of the study permit cap last year, most applicants have been required to provide a Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL). This requirement has now been expanded to include master’s and doctoral students, as well as most in-Canada applicants.
